Driveways in Cottingham, near Hull

Cottingham is a large village west of Hull, in the East Riding of Yorkshire. Hull Road and Northgate are the streets in the photographs.

In short

Hull's flood strategy puts Cottingham on higher ground with Willerby and Kirk Ella, and it also records occasional groundwater flooding in the Cottingham area. A new crossing is an East Riding matter. The university campus is on Cottingham Road inside Hull, which is a different council.

Hull Road and Northgate

Bernard Sharp photographed both streets. The credits are under the figures. Hull Road is the route that points at the city, lined with houses set behind front gardens. Northgate is a village street of a different scale. A drive on one is not a template for the other. Hull Road fronts are often deep enough for a car to stand clear of the footway. Parts of Northgate are tighter, with older buildings closer to the pavement. Name the street in the request. If you only write "Cottingham", the person pricing it has to guess the depth, the traffic and the kerb.

Higher ground, and a groundwater sentence that is easy to blur

The city's local flood risk strategy is blunt about the west. Outside Hull, Cottingham, Willerby and Kirk Ella stand on higher ground. Rain that is not stored or soaked away drains east, toward the city and eventually the Humber. The Hull and Haltemprice area is identified as an Area of Significant Flood Risk for surface water. Cottingham is named in that west-of-boundary group.

The same strategy then talks about groundwater. It says occasional and sporadic elevated groundwater levels in the Cottingham area have caused flooding in the past, and that this water contributes to surface-water flooding because it has nowhere to go and moves into the city. That sentence is about Cottingham in particular, not about every western suburb. Willerby shares the higher-ground list and does not get this groundwater line. Hessle is not in the higher-ground list at all. Keep those pages distinct.

A household drive cannot fix groundwater. It can avoid a hollow against the house, and it can avoid sending the roof and the new surface to the same low corner. If you already pump a cellar or you already see water at the garage after prolonged rain, write that down. It changes whether a permeable slogan is honest. On ground that is already charged, a permeable label does not create a soakaway.

The drainage appendix names Cottingham Drain as a designated main river to the west of the River Hull. It also describes smaller watercourses at the north-western edge of Hull, inside the East Riding, which flow into Hull's drainage system. A drive in the village is upstream of that system in the catchment sense. It is not a licence to ignore falls.

Check the flood map for planning for the house. This page will not assign a zone to Northgate or to Hull Road from a photograph.

Cottingham Road is not the same place as Cottingham

The University of Hull gives its address as Cottingham Road, Hull, HU6 7RX. That campus is inside the city. The photograph of the university is on the Newland page, because the buildings stand on the Hull side of the road. Students and residents sometimes treat the whole road as Cottingham. The boundary is administrative. A house in the village, west of the boundary, uses East Riding for planning and for a vehicular crossing. A house on the Hull side of Cottingham Road uses Hull City Council, including the city's dropped-kerb pack where it applies. Say which side you are on. A professional who drives out from Hull may assume the city pack. Correct that in the first sentence.

East Riding's kerb sentence

On the East Riding road and footpath maintenance page, a dropped kerb for access to a property may need planning permission. The council points you at its planning pages for the detail. This website does not copy the fee for East Riding's householder planning-help service, because that fee is not a kerb quotation and not a driveway price.

Inside the village, an existing crossing plus a tired private surface is mostly a garden job. A first opening across a verge is the council's process. Verges on Hull Road are not spare land for a second parking space. If the verge is highway, you need the authority's approval before it is paved.

England-wide, the Planning Portal says that from 1 October 2008 a front garden of more than five square metres needs permission when the surface will not let water soak in and the runoff is toward the road. This page does not name a Cottingham conservation area. East Riding's own list is the place to look, and a single fetched East Riding page about Article 4 directions is not enough to attach a boundary to Northgate. If your house is in a conservation area or is listed, say so. Tree preservation orders are separate and can exist on any street.

Materials for village streets and for Hull Road

Asphalt is a calm match to a long Hull Road front and is often what a highway authority expects to see in the crossing itself. Blocks are better where the shape kinks around a bay or a gatepost, and where you may need to lift a section later. Resin-bound aggregate is a thin wearing course: the quote has to name the base and whether the system is open or sealed. On a plot with the groundwater note above, a sealed system with a designed outfall can be more honest than a permeable one that has nowhere to go. Gravel suits a long side drive only with a bound apron at the footway. Imprinted concrete is a single pour and a poor choice if the drive must be done in patches around a tree.

The BGS Geology Viewer is the soil check. Toward the Wolds the chalk is closer to the surface than it is under the tidal flats of the city. That is a reason to look, not a specification. The university's published address is Cottingham Road, Hull. Treat campus-side houses as Hull until a map says otherwise. Treat the village streets in these photographs as East Riding.

Does higher ground mean I can ignore drainage?

No. The strategy says water from this higher ground drains toward Hull, and it separately notes groundwater in the Cottingham area. Design the falls. Do not rely on the word "higher".
