
Three names on the council list
People say "Newland" for a wide patch of north-west Hull. The conservation-area list is stricter. It numbers Newland, Newland Park and Cottingham Road as three entries, not one polygon with three labels. A house on Newland Park can sit in the Newland Park area while a house a few streets away sits in Newland or in neither. The list's map, not a postcode guessed from memory, is the check.
The same download's notes on Article 4 directions put Newland, Newland Park, Holderness Road and Beverley Road into a line about houses in multiple occupation, alongside The Avenues and Pearson Park. That note is about HMOs. It is not the same sentence as the Avenues note, which separately lists cross-overs and hard-standing areas. Do not copy the Avenues hard-standing control onto a Newland Park gate because both places appear in an HMO paragraph.
The Article 4 index page says the public consultations page has details of an emerging Newland Park hard-standings direction. "Emerging" means this website will not tell you the direction already removes permitted development. Open the council page and see whether it has been confirmed. Until it has, the national front-garden rules and the city's vehicle-crossing rules are the ones to read, plus whatever conservation-area duties already apply inside the designated boundary.

What the street photographs show
Ian S's picture and JThomas's picture, both credited under the figures, show houses on Newland Park. Setbacks vary. Some fronts are deep enough for a car to sit clear of the footway; some are shallow. Neither photograph is a finished job for this site, and neither is evidence that a crossover was approved. An existing dropped kerb can be historic, licensed, or simply there. The city's dropped-kerb page is how a new opening is supposed to be agreed.
The third picture is Bernard Sharp's view of university buildings on Cottingham Road. The University of Hull's own site gives the address as Cottingham Road, Hull, HU6 7RX. That places the campus on the road between this district and Cottingham, which is outside the city boundary in the East Riding. A student house on the Hull side of that road is a Hull City Council matter. A house past the boundary, in Cottingham itself, is not. The road name is shared. The council is not.

Trees, bays and front doors
Inside a conservation area, GOV.UK's tree guidance says works to many trees need a notice to the planning authority so it can consider a tree preservation order. Newland Park's planted character is obvious in the photographs. A quote that includes "remove the street tree" is asking for something the paving firm may have no right to do, and which the council may refuse. Tell the professional if a stem stands in the footway or in the garden, and keep arboricultural work as its own line.
Conservation-area status also means demolition and some external changes are looked at more closely. This page does not invent an Article 4 list of windows and doors for Newland. The Avenues direction has that kind of list. Newland's published notes, in the list this site has used, do not copy it. If you are replacing a bay or a front door, ask the council whether consent is needed rather than treating a driveway page as the consent.
Crossings on a busy radial
Cottingham Road and Newland Avenue carry through-traffic. The June 2025 dropped-kerb pack says planning permission is required where the road is classified, as well as in the Avenues/Hymers area. Whether a particular frontage is on a classified road is a fact about that road, not a slogan. The pack is the document that states the test. Where the pack says permission is required, it also points readers at turning space and gives minimum dimensions. Many older Newland fronts will not meet a generous turning diagram. That is a reason to ask before anyone prices a new opening onto a main road, and a reason an in-and-out drive may be impossible.
Only contractors approved by the council's Network Management team are supposed to build the crossing itself. Hull Driveways is not on that list because it is not a contractor at all. A quote request can ask driveway businesses to price the garden. The pavement opening stays on the council's process, which is set out on the dropped kerbs page.
Soils worth a borehole, not a slogan
The British Geological Survey viewer should be opened on the plot. North-west Hull is not one geological unit from the park to the university. Till, sand and gravel, and alluvium all appear in the city-wide BGS account of Hull, and they change over short distances. A resin quote that assumes a perfect existing slab, or a block quote that assumes a deep dig, should say which it has assumed. If nobody has seen the ground, the quote is provisional.
Surface water here drains toward the lower city, which is why the flood strategy talks about the wider Hull and Haltemprice catchment. A single drive will not fix that. It can avoid making a front garden into a chute toward the footway. The planning guide is the national rule. The emerging Newland Park direction, if it is later confirmed, would be an extra local rule on top.
How to describe the house
Say Newland, Newland Park or Cottingham Road, and say which. Say whether a crossover exists. Say if the property is a shared student house, because access for several cars is a different brief from one household car, and because the HMO note on the conservation list shows the council already treats that issue as its own. Attach a photo of the front if the quote form allows it. Do not attach the Geograph pictures from this page and pretend they are your house.
The Avenues lie to the south-west, with their own confirmed hard-standing direction. Bricknell is further west and is not a named conservation area on the list. Those pages are not interchangeable with this one.
Questions about Newland
Is the university's own land a driveway job?
No. Campus grounds are the university's. This page is about houses nearby, where a resident might want a private standing. The photograph of Cottingham Road is context, not a lead for work on university property.
Can I rely on the emerging hard-standings direction either way?
Not from this page. The council calls it emerging and points to consultations. Check the live Article 4 index before you spend money on a design that assumes the direction is, or is not, in force.
